Since CU Boulder was the lucky one required to start monitoring for E. coli a couple of years ago, attached is the outfall monitoring plan we’re following.  Jane and Chris at WWE drafted this for us and I imagine elements of it would work for others. 

We are trying to finalize our storm sewer cleaning and inspection plan, of which the monitoring plan provides direction for, and have found some discrepancies/uncertainties in the NS permit language (go figure).  We are in process of drafting a letter to Mary Welch for some clarification and hopefully some flexibility in interpreting the requirements, because as the permit is written currently it would be difficult if not impossible for CU Boulder to cover everything.  If we’re struggling with the cleaning rules then certainly the standard permittees are going to have same issues multiplied by 10 if the rules are cut and pasted into the standard permit.  I can provide an update on this later after we’ve engaged with Mary.
