Position Objectives:
JOB DEFINITION: Under administrative direction, administers and directs all operations of the City’s Engineering Division
ESSENTIAL FUNCTIONS: The following duties are not intended to serve as a comprehensive list of all duties performed by position. Shown are duties intended to provide a representative summary of the major duties and responsibilities. Position will be required to perform additional duties as assigned.
Duties and Responsibilities:
- Prepares, reviews and approves construction plans for private and municipal projects and contracts, revisions, and payment documents as related to municipal projects. Directs the preparation of project cost estimates for competitive bidding purposes. Coordinates and manages engineering project activities; designs improvement projects; coordinates individual projects internally, with neighboring jurisdictions and CDOT. Reviews construction plans and other documents and conducts extensive on-site field inspections. Monitors construction sites for compliance with CDPS (Colorado Discharge Permit System) and MS4 requirements and regulations. Assists with Rights of Way management, permitting, oversight and inspections for public and private projects. Acts in the capacity of City Traffic Engineer and Floodplain Manager.
- Provides advice, consultation, and assistance for City departments. Designs construction project plans and performs engineering calculations. Prepares and verifies legal descriptions and associated maps. Performs survey site checks and limited survey measurements. Prepares bid specifications and contract documents for construction and consultant projects. Develops requests for proposals for consultants and contractors, reviews development proposal reports.
- Performs drafting functions. Ensures engineering criteria and specifications are maintained. Administers contract construction activities. Maintains and organizes project files, orders equipment and monitors supply inventories. Coordinates completion of research and analysis; reviews geotechnical and traffic studies. Supervises GIS program and database including City road and utility specifications, utility capacity, storm drainage system, pavement management system, City boundaries and rights-of-way.
- Attends and participates in meetings with City Council & staff, developers, citizens, other entities and jurisdictions and engineering firms as required. Responds to public inquiries and concerns. Prepares reports, memos and correspondence.
- Coordinates activities with other City departments, municipalities and public agencies. Assists with preparing and monitoring department’s annual budget. Prepares and monitors City capital improvement project budget. Participates in various councils and committees and professional organizations.
- Responsibilities include supervision of one or more staff members, including recommendations regarding hiring, discipline, termination or advancement. Schedules employees, assigns work, and monitors progress; guide, train and develop employees in the accomplishment of their duties and professional growth; write and conducts annual evaluations.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of city, county, state and federal statutes, regulations, and ordinances.
- Knowledge of practices and principles of civil engineering.
- Knowledge/ability to apply appropriate criteria, codes, specifications and mechanics of engineering.
- Knowledge of zoning, platting and land development procedures and mapping requirements.
- Knowledge of and ability to properly utilize engineering software and graphics.
- Knowledge of City’s purchasing procedures and requirements.
- Knowledge of asphalt technology, urban street/roadway design, construction & maintenance, traffic operations, planning & traffic engineering work.
- Knowledge of city construction specifications & municipal codes.
- Knowledge of the policies, goals and procedures of the City of Federal Heights.
- Knowledge and experience with modeling, design, construction, operation and maintenance of municipal infrastructure systems including water distribution, wastewater collection, stormwater and transportation.
- Knowledge and experience with review/coordination related to gas, electric distribution, and telecom utilities
- Reviews and checks complex engineering designs, calculations, computations, plans and studies.
- Skill in engineering survey techniques.
- Skill in field measurement and quantifying linear, area and volume factors.
- Skill interpreting technical data, plans and details and conveying information clearly.
- Ability to apply sound engineering judgment.
- Ability to prepare department and project budgets.
- Ability to research and prepare technical reports, memos and correspondence.
- Ability to use standard computer equipment and software including word processing, database management, spreadsheet applications, HEC-RAS/HMS, AutoCAD, ESRI GIS and similar.
- Ability to establish and maintain effective working relationships with City management, employees, contractors, consultants, citizens and the general public.
- Ability to manage and administer contract and construction design.
- Ability to develop, evaluate, and apply policies and procedures.
- Ability to supervise and train employees.
- Ability to communicate effectively orally and in writing.
Minimum Requirements:
- Bachelor’s degree in civil engineering or related field from an accredited college or university plus a minimum of five (5) years of experience as a registered Professional Engineer in municipal public works or civil engineering, including three (3) years supervisory experience.
- Registered Professional Engineer in the State of Colorado required.
- Certified Floodplain Manager (CFM) certification from the Association of State Floodplain Managers (ASFPM) preferred.
- Certification as a Professional Traffic Operations Engineer in the state of Colorado preferred.
- Equivalent combinations of education and experience may be considered.
ADDITIONAL REQUIREMENTS:
- Must possess and maintain a valid and current Colorado driver’s license.
- Successful completion of pre-employment background and motor vehicle checks.
WORKING ENVIRONMENTS/PHYSICAL REQUIREMENTS:
Physical activities include sitting, frequent standing and walking, often on uneven surfaces, in various weather conditions; occasional kneeling, crouching, stooping, and climbing in and out of utility trenches; frequent lifting or carrying up to 20 pounds, occasional lifting or carrying up to 50 pounds; hearing, speaking, vision and manual dexterity. Regular driving is required.
Benefits:
The City of Federal Heights provides the following benefits to employees: 11 holidays, vacation accruals for full-time employees are based on years of service from 6.67-13.33 hours per month. Full-time firefighters accrue vacation based on years of service from 12-18 hours per month. Full-time employees accrue sick leave at the rate of 8 hours per month of service to a maximum of 960 hours. Part-time employees accrue sick leave at a rate of 1 hour per 30 hours worked. Regular full-time employees, except for police officers and firefighters, are required to participate in the City’s 401(a) retirement plan. A voluntary 457 plan is also available to all regular employees. Police Officers and firefighters participate in a State-approved retirement plan, FPPA. The City of Federal Heights offers both short-term disability and long-term disability to its regular and part-time employees. Police officers and firefighters are eligible for long-term disability benefits in accordance with the terms and conditions set forth by the State of Colorado’s Fire and Police Pension Association (FPPA). The City of Federal Heights offers life insurance benefits to all full- and part-time employees. Part-time employees must work a minimum of 30 hours per week to be eligible for life insurance benefits. The City also offers a voluntary life insurance plan for employees to purchase additional life insurance. Regular and part-time employees are eligible for City of Federal Heights benefits the first of the month after their hire date. Part-time employees must work at least 30 hours per week to be eligible for pro-rated benefits. Medical benefits are offered through Colorado Employers Benefit Trust (CEBT), which is self-funded multiple employer trust that currently provides employee benefits for over 300 public entities, school districts, and colleges. The City of Federal Heights offers the choice of three medical plans through CEBT. Employees can choose from an EPO, PPO, or Kaiser HMO plan. Vision insurance is provided through VSP, and dental benefits are offered through Delta Dental.
