The Douglas County Cooperative for Local Environmental Awareness and Responsibility (CLEAR) brings together 14 regional stakeholders, including local stormwater management entities, incorporated cities and towns, metropolitan districts and the school district, to effectively raise awareness and educate the public about stormwater quality issues. Simplifying the message to promote public understanding is key to engaging a wider audience and inspiring action for this most precious resource.
