Stormwater Inspector

NATURE OF WORK

As a member of the Public Works -Stormwater Division, individuals in this position conduct technical field inspections and prepare MS4 inspection reports. The primary focus is on new public improvements, including subdivision developments, annual Town maintenance projects, and capital improvement initiatives.

Key responsibilities include performing safe and thorough inspections of both privately-owned and Town-owned infrastructure. Areas include streets, sidewalks/trails, water systems, sanitary sewers, storm sewer systems, permanent water quality structures, as well as grading and erosion and sediment control best management practices. All inspections must comply with the Town’s Engineering Code of standards and specifications, the Town’s Municipal Separate Storm Sewer System (MS4) Permit, and applicable federal and state guidelines, ordinances, rules, and regulations.

The role involves investigating and addressing illegal discharges, responding to citizen complaints related to stormwater issues and assisting with stormwater maintenance. It also includes assisting with environmental spill cleanups, mosquito control program, and conducting water quality sampling. The goal is to ensure compliance with environmental regulations and to promote environmental stewardship for the Town of Windsor.

ESSENTIAL JOB FUNCTIONS
The individual in the Stormwater Inspector role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the Town, department, division, and pursuant to laws, regulations, and practices. The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:Inspects construction sites to ensure compliance with site development grading, erosion control, and sediment control criteria for both residential and commercial projects. This also includes capital improvement initiatives, maintenance programs, subdivision developments, and the repair and restoration of public facilities.

Conducts routine and permanent site compliance inspections at all stages of construction and development projects, along with post-storm event site inspections of stormwater infrastructure and construction projects, including roads with drainage systems, inlets, catch basins, curbs, gutters, pipes, man-made channels, ditches, detention basins, water quality basins, storm drains, and other related infrastructure. The purpose of these inspections is to ensure compliance with the Municipal Separate Storm Sewer System (MS4) Permit, the Erosion Control Manual (ECM), approved Stormwater Quality Permits, Colorado Discharge Permit System (CDPS) Permit requirements, and in alignment with Best Maintenance Practices (BMPs) are properly designed, installed, and maintained, and the Stormwater Management Plan. Additionally, coordinates the construction of public infrastructure with other town departments.

Identifies areas in non-compliance or those requiring special needs. Enforces policies and procedures related to inspections and field practices; Ensures compliance with town-approved construction standards and specifications and engineering code.
Assures general compliance with approved plans, project specifications, and town-approved construction standards and engineering criteria.
Assists with water quality sampling and data collection.
Performs inspections of erosion control measures installed as a part of town projects, development site plans, and subdivision developments along with other assigned sites. Verifies that stormwater best management practices are being correctly implemented and that stormwater site development permit requirements are being met on all construction sites. Performs post-construction inspections of private and public permanent stormwater quality structures to ensure they are adequately maintained; works with private stormwater quality structure’s ownership and management to ensure maintenance and repairs are completed.
Performs engineering and technical inspection work inspecting land development, public works, and utility projects with an emphasis on stormwater infrastructure, water quality, grading, erosion, and sediment control. Assists with record maintenance, responses to customer concerns, and responses to and coordination with environmental issues such as spills/dumps to the storm drain system.
Observe and ensure during the construction process that permanent stormwater quality infrastructure is installed in accordance with standard details, specifications, approved plans, and common construction practices and interpret specifications to ensure conformance to standards.
Receives and reviews new development plans or municipal projects to ensure understanding and scope of the project; files and maintains updated and current stormwater management plans for projects and uses the plans during inspections for guidance and further updates as needed. Collects and retrieves information from GIS for use in understanding adjacent storm drainage systems and how the site drainage improvements relate to existing infrastructure.
Collaborates with Engineering and Public Services maintenance staff on constructing and maintaining permanent stormwater quality infrastructure, as needed.
Coordinate the effectiveness of team decision-making and management by providing information, sharing resources, participating, and adapting work schedules to accomplish goals and projects.
Coordinate investigation and follow-up for spills and illicit discharges, may assist in spill clean-up; completes all reports of illicit discharges.
Take safety precautions, anticipate unsafe circumstances, and act accordingly to prevent accidents.  Responsible for the safety of self and others, materials, and equipment.  Uses all required safety equipment and follows all safety regulations, policies, and procedures.
Attends scheduled and unscheduled meetings as required.
Reviews of stormwater inspection reports completed by third-party inspectors contracted by the town to ensure inspections are being completed on time and to town standards.
Assists with GESCP permit submissions.
Utilizes Cartegraph and other job site inspection software programs to track and document all inspection activities daily.
Coordinates with the stormwater supervisor and/or stormwater coordinator to address non-compliance issues for construction BMPs and permanent stormwater quality infrastructure.
Obtains and provides data to ensure accurate mapping of stormwater assets.
Assists in the response, investigation, and remediation of illicit discharges.
Assistswiththecoordinationofinspectionschedulesandon-sitemeetingswithcontractors.
Uses available software and databases to track permits and inspections; maintains accurate records. Provides regular project update reports.
Work with owners, developers, and contractors to help maintain compliance with Stormwater regulations.
Verifies that temporary traffic control setups are correct.
Resolve conflicts with contractors, homeowners, utility company representatives, other town department personnel, and the general public during construction projects.
Assists with public improvement punch list development (list of defective items) as part of the construction acceptance and final acceptance process for subdivisions/developments.the project supervisor in determining the appropriate course of action.
Performs other duties a assigned by direct supervisor.
Respond to emergencies or after-hours call-outs as needed.
Responds to customer inquiries and complaints as directed.

EDUCATION, EXPERIENCE AND FORMAL TRAINING

Minimum high school diploma or equivalent.
Must be 21 years of age by the first date of employment.
An associate’s degree from an accredited college in Civil Engineering, Environmental Management Technology, Geology, Natural Resources, or a closely related field is preferred.
Two(2) years of experience in Public Infrastructure, Public Works Construction, Civil Engineering, Surveying and/or Material Testing, Stormwater Management, Environmental Management Technology, Geology, Natural Resources, or a closely related field.
Two(2) years of directly related field experience in Public Infrastructure, Public Works Construction, Surveying and/or Material Testing, Stormwater Management, Stormwater Quality, and Stormwater MS4 Permit Compliance.
Equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job.

LICENSES OR CERTIFICATES

Must have a current Colorado Driver’s License or the ability to obtain one upon hire, that meets the Town of Windsor’s standards; ability to maintain throughout employment.
Transportation Erosion Control Supervisor (TECS) or the ability to obtain a certificate within two (2) years of employment.
Certified Inspector of Erosion and Sediment Control (CISEC) or the ability to obtain a certificate within one (1) year of employment.
Permanent Water Quality BMP Inspection and Maintenance Certification from CSU Colorado Stormwater Center within one (1) year of employment.
Stormwater Control Measures (SCM) Inspection and Maintenance Certification from CSU Colorado Stormwater Center within one (1) year of employment.
Flagger/Traffic Control certification or ability to attain within six (6) months of employment.
